1. Project Overview
1.1 Bidding Overview: Using a labor outsourcing method, six positions will be outsourced to a labor service company: incineration workshop, physical and chemical workshop, landfill workshop, logistics workshop, project maintenance workshop, and technology department. Specific requirements are detailed in the bidding documents.
1.2 Project Budget: The unit price for incineration waste treatment is 65 yuan/ton, with an estimated processing volume of 24,000 tons. The unit price for landfill waste treatment is 20 yuan/ton, with an estimated processing volume of 65,000 tons.
1.3 Work Location: Nan Keng Village, Shiwu Liao Village, Lianghua Town, Huicheng District, Huizhou City.
1.4 Project Service Period: From January 1, 2025, to December 31, 2025, for a period of one year.
1.5 Bidding Section: This project is not divided into sections.
2. Bidder Qualification Requirements
2.1 Bidders must be independent corporate entities or other organizations registered within the People's Republic of China with the ability to fulfill this project.
2.2 Bidders must possess a valid "Labor Dispatch Business License".
2.3 Bidders must not be listed on the "Credit China" website (www.creditchina.gov.cn) as "Dishonest Executed Persons and Major Tax Violators" or on the "National Enterprise Credit Information Publicity System" (http://www.gsxt.gov.cn/index.html) as seriously illegal and dishonest enterprises.
2.4 Two or more legal persons, parent companies, wholly-owned subsidiaries, and holding companies with the same legal representative cannot participate in the bidding for this project simultaneously.
2.5 This project does not accept joint bids and does not allow any form of subcontracting or transfer of contracts.
3. Submission of Bidding Documents
3.1 Submission of Bidding Documents: Submit paper bidding documents. 3.2 The following situations will result in the bid not being accepted by the bidder/agent:
1) Late submission or failure to submit to the designated location;
2) Failure to seal according to the requirements of the bidding documents;
3) Failure to obtain the bidding documents for this project as required by this announcement.
4. Qualification Review and Determination of Formal Bidders:
4.1 This project adopts post-qualification review; the qualification review will be conducted after the opening of bids.
4.2 Review Method: This qualification review adopts a qualification system; all bidders who meet the qualification requirements will pass the qualification review.
