To further advance the environmental management of hazardous waste in Huizhou's shoemaking industry, effectively controlling environmental risks from hazardous waste, improving the understanding of hazardous waste management among shoemaking enterprises in Huizhou, and contributing to Huizhou's "zero-waste city" construction. On December 1, the Huizhou Ecological Environment Bureau Huizhou Branch (hereinafter referred to as "Huizhou Branch") jointly organized shoemaking enterprises from Daling Subdistrict Office to Huizhou Dongjiang Veolia Environmental Service Co., Ltd. (hereinafter referred to as "Huizhou Wei") for a field visit and inspection, and held a "Daling Subdistrict Office Shoe Industry Enterprise Hazardous Waste Standardized Disposal Work Promotion Meeting." The meeting was chaired by Xu Weizhong, the secondary organizer of the Huizhou Branch. Relevant departments of the Solid Waste and Environmental Protection Center and Daling Subdistrict Office, Huizhou Wei, and more than 40 shoemaking enterprises participated in the meeting.

 
 

 

The inspection team visited the Huizhou Wei company showroom, learned about the hazardous waste disposal process, and conducted on-site visits to the hazardous waste warehouse, incineration control room, and secure landfill site. Gao Yong, general manager of Huizhou Wei Company, introduced the company's developed SmartV hazardous waste and smart cabinet collection and transportation system (SmartV system) to the participating units and enterprises. The SmartV system is a professional management system developed by Huizhou Wei specifically for small and micro-enterprises with small-scale waste generation and small production volume, integrating hazardous waste declaration and registration, and collection and transportation. It has applied for a national utility model patent. The system has five major characteristics: convenient operation, standardized safety, timely collection and transportation, cost savings, and transparent supervision. Using this system can effectively solve problems such as unprofessional hazardous waste management by waste-generating enterprises, long storage times for hazardous waste, and chaotic classification. Customers can rely on this system platform to achieve full-process declaration of hazardous waste. At the same time, it can automatically summarize the generation ledger according to the requirements of the solid waste platform, facilitating subsequent reporting. Platform data is open to regulatory agencies for real-time monitoring.

 

This event also specially invited lawyer Wei Xingying from Zhuofan Law Firm (legal counsel of the Municipal Ecological Environment Bureau) to provide an in-depth analysis of the issues related to standardized management of hazardous waste and legal risk prevention. Using recent inspection cases of shoemaking enterprises in the city as examples, Lawyer Wei conducted training on hazardous waste laws and regulations and hazardous waste management systems for shoemaking enterprises through detailed case analysis. The training provided an in-depth analysis of the legal red lines concerning hazardous waste in the production and operation processes of shoemaking enterprises, increasing participants' awareness of hazardous waste management, strengthening their legal and environmental awareness, and enabling them to fully understand the seriousness of environmental pollution and the resulting legal consequences.

 

In response to the current situation of non-standard hazardous waste management and incomplete declaration among shoemaking enterprises, Xu Weizhong emphasized that the ecological environment department will work closely with the local town government to further increase the crackdown on illegal enterprises. Any enterprise that violates relevant laws and regulations such as the "People's Republic of China Solid Waste Pollution Prevention and Control Law" will be dealt with seriously according to law and will not be tolerated. At the same time, it is hoped that all shoemaking enterprises will complete the rectification work in a timely and effective manner to ensure that enterprise operations comply with environmental protection regulations and jointly maintain the ecological environment.

Next, the Huizhou Branch will concentrate its efforts on addressing the shortcomings in Huizhou's solid waste management and comprehensively plan the management of various types of solid waste. Huizhou Wei stated that in order to improve the standardized management level of hazardous waste in Huizhou's shoemaking enterprises, the company will also continue its efforts to quickly transform innovation into productivity to contribute to Huizhou's "zero-waste city" construction.
