Strengthening the prevention and control of solid waste pollution is related to green development and ecological civilization construction. It is a "tough battle" that must be overcome to win the battle against pollution. Three numbers, 16, 45.65, and 42, represent the confidence that drives our city's efforts in tackling solid waste pollution: Our city currently has 16 hazardous waste operating units with an approved total capacity of 456,500 tons/year, capable of handling 42 out of 45 categories of solid waste listed in the national solid waste catalog. How does our city manage and handle solid waste? How does it adhere to green principles during management? Compared to other cities, what are the characteristics of our city's solid waste management and treatment? What are the difficulties in management and governance, and how will they be overcome? Recently, a reporter from Huizhou Daily interviewed the Solid Waste Management Station of the Municipal Ecology and Environment Bureau to find the code to winning the battle against solid waste pollution.
Code One: Green Principles
Establishment of solid waste management agencies at the city and county levels
Winning the battle against pollution is one of the three major battles to win the decisive victory in building a moderately prosperous society in all respects. Solid waste pollution prevention and control is related to the health of the people, green development, and circular development. It is a tough nut to crack in strengthening ecological civilization construction.
Su Huiquan, director of the Solid Waste Management Station of the Municipal Ecology and Environment Bureau, frankly stated that solid waste pollution is more latent and hidden, making it difficult to supervise, with a long governance cycle and slow results.
As one of the first batch of national ecological civilization construction demonstration cities, how can Huizhou win this battle against pollution to a high standard and submit a satisfactory environmental report card to the people? Huizhou's answer is: Adhere to the concept of green development. For green development, mechanism guarantee and system support are key.

As early as 1997, Huizhou took the lead in the province in establishing a solid waste management station, with sufficient manpower, material resources, and financial resources. A professional management team is dedicated to solid waste management. In the 2018 party and government institutional reforms, while retaining the original staffing of the municipal solid waste management station, our city added a chemical and solid waste management section to the municipal ecology and environment bureau, further strengthening institutional capacity building. Currently, except for the Zhongkai Environmental Protection Branch, all county (district) environmental protection branches in our city have solid waste management stations, with staffing ranging from 3 to 6 people. Our city's establishment of solid waste management agencies is at the forefront of the province.
In order to strengthen management, this year, the Municipal Ecology and Environment Bureau commissioned a third-party qualified accounting firm to audit all 16 hazardous waste operating units and 40 enterprises with large amounts of hazardous waste, specifically to ascertain the situation of hazardous waste production and the treatment and disposal situation of hazardous waste operating units.
The approved total capacity of 16 hazardous waste operating units is 456,500 tons/year.
With a good institutional and mechanism foundation, our city's solid waste treatment and disposal facilities have been continuously improved. There are currently 16 hazardous waste operating units, with an approved total capacity of 456,500 tons/year, making it an important base for the final disposal of hazardous waste in 13 prefecture-level cities in the province.
Su Huiquan said that industrial solid waste is an important part of solid waste, and our city's solid waste operating units have focused on the early planning of their establishment. There are currently 16 hazardous waste operating units and 13 general industrial solid waste operating units in the city.
In the eyes of most people, solid waste is only associated with industry. In fact, solid waste is closely related to our daily lives. Su Huiquan told reporters that household garbage and sewage sludge are also important "contributors" to solid waste. Our city produces about 550 tons of urban sewage sludge every day. Thanks to the sufficient disposal facilities in our city, this sludge does not pose a threat to the lives of citizens.
At the same time, Huizhou Investment Management Group Co., Ltd. and Dongjiang Environmental Protection Co., Ltd. jointly invested 100 million yuan to establish a project company in Huizhou, focusing on promoting the construction of solid waste and hazardous waste treatment and disposal capacity in the city.
Code Two: Standardized Management
Standardized management of hazardous waste is included in the environmental protection responsibility assessment of county (district) governments.
Standardized management has become a fashionable concept. Our city has also made strong explorations in the standardized management of hazardous waste, and has achieved fruitful results. In the hazardous waste standardization supervision and assessment organized by the former Provincial Environmental Protection Department in 2016 and 2017 (no results were released in 2018), our city won first place for two consecutive years, one of the few prefecture-level cities in the province to achieve this.
Behind this honor lies our city's solid efforts in standardized management. As early as 2012, our city included the standardized management of hazardous waste in the environmental protection responsibility assessment of county (district) governments, promoting the importance of standardized management of hazardous waste by county (district) governments.

At the same time, our city actively responded and fully promoted the electronic management of hazardous waste transfer notes. In recent years, our city has conducted training on the operation and use of the Guangdong Provincial Solid Waste Management Platform for more than 2,170 enterprises. Solid waste management personnel and main personnel of hazardous waste generating and operating units in the city have basically mastered the operation and use of the Guangdong Provincial Solid Waste Management Platform, laying a solid foundation for the full implementation of electronic transfer note management. Currently, our city has fully implemented electronic hazardous waste transfer notes.
Standardized management cannot be just talk; it must withstand strict supervision. Our city conducts on-site inspections of all hazardous waste operating units in the jurisdiction every quarter. This mainly involves checking whether existing facilities are operating normally, calculating the use of raw and auxiliary materials and energy consumption, whether hazardous waste warehouses meet requirements, whether the use of hazardous waste transfer notes is standardized, and whether legal and regulatory requirements are followed in carrying out hazardous waste operations. For problems found during inspections, enterprises are required to rectify them. For enterprises that fail to rectify, the review of the hazardous waste transfer platform is suspended.
At the same time, our city has increased its efforts to crack down on illegal transfer, dumping, and disposal of solid waste and hazardous waste, cooperating with the province in conducting special inspections to crack down on illegal acts related to solid waste, and carrying out special rectification actions to crack down on illegal dumping of garbage and hazardous waste, which has had a significant deterrent effect.
Code Three: Frequent New Measures
Continuously improving the treatment and disposal capacity of hazardous waste
Whether it is the battle against water pollution, the blue sky protection war, or the battle against solid waste pollution, they are all important measures to build a beautiful Huizhou, improve the quality of the city, and are breakthroughs for our city to accelerate the realization of high-quality development, and are practical actions for Huizhou to practice the development concept of "lucid waters and lush mountains are invaluable assets".
Su Huiquan said that the battle to tackle solid waste pollution is difficult, but it must be won. The secret weapon is to continuously improve the capacity for handling and disposing of hazardous waste, including increasing the efforts to promote the 30,000-ton/year Phase II incineration project of Huizhou Dongjiang Veolia Environmental Service Co., Ltd. and the Longmen Tapai cement co-processing project. The goal is to put these projects into operation as soon as possible to ensure the safe disposal of incineration-type hazardous waste generated throughout the city.
Reporters learned that the city will gradually optimize and integrate hazardous waste operating units. Ten existing hazardous waste comprehensive utilization operating units within the city's jurisdiction will be optimized and integrated. Those with outdated technology and located in sensitive areas will be gradually eliminated. By the end of December 2020, a batch will be optimized and upgraded, and a batch will be gradually eliminated. Enterprises are encouraged to build their own treatment facilities. Based on actual conditions, enterprises with the capacity and large hazardous waste generation are encouraged to build their own treatment facilities to handle their own hazardous waste.

Su Huiquan said that to win the battle against solid waste pollution, a strict approach is necessary. Hazardous waste environmental violations must be severely cracked down on. The city will conduct a large-scale investigation of solid waste and hazardous waste. Each county (district) will combine this with the pollution source census to conduct a comprehensive investigation of the generation of solid waste and hazardous waste in its jurisdiction, clarifying the situation and establishing accounts. A departmental and regional joint prevention and control mechanism will be established. Relevant departments will supervise solid waste and hazardous waste pollution prevention and control work within their respective responsibilities, strengthen communication and cooperation, and establish a multi-departmental information sharing and joint law enforcement mechanism to timely share information such as solid waste transfer status, hazardous waste transfer slips, and illegal hazardous waste transfer situations. At the same time, a reward system for reporting will be established, with illegal transfer, dumping, and disposal of solid waste and hazardous waste listed as key rewardable reporting content to increase the participation of the public and social organizations and strengthen social supervision of environmental violations.
At the same time, the responsibilities of relevant departments and enterprises will be strengthened. The implementation of solid waste pollution prevention and control work will be included in the environmental protection responsibility assessment. Supervision and management of solid waste pollution prevention and control work will be strengthened; departmental supervision responsibilities will be strengthened, and departments that fail to perform their duties will be held accountable; the main responsibility of enterprises will be strengthened, and solid waste and hazardous waste generating units will be required to conduct online registration in accordance with the law, establish standardized and complete internal management systems, and all generated solid waste must be legally processed and disposed of.
