Summary:

  According to the "Environmental Impact Assessment Law of the People's Republic of China", "Environmental Impact Assessment Public Participation Measures" (Ministry Order No. 4) and other documents, it is necessary to carry out the adjustment of the incineration project of the second phase of the Guangdong Provincial Hazardous Waste Comprehensive Treatment Demonstration Center (hereinafter referred to as Public participation in environmental impacts of “this adjustment project”) in order to understand the public’s attitudes towards the construction of this adjustment project and their opinions and suggestions on the environmental protection of this adjustment project, and accept the supervision of the public.

  1. The name and overview of the construction project

  (1) Project name: Environmental impact report on adjustment of the incineration project of the second phase of the Guangdong Provincial Hazardous Waste Comprehensive Treatment Demonstration Center

  (4) Project overview

  (1) Existing project engineering and its environmental protection situation

  The existing project was approved by the Environmental Protection Department of Guangdong Province (Yue Huan Shen [2015] No. 445) in September 2015 and has not yet been completed. The hazardous waste categories approved by the EIA are: HW06 waste organic solvent, HW08 waste mineral oil, HW09 emulsion, HW11 distillation residue, HW12 paint waste, HW13 organic resin waste, HW16 photosensitive material waste, HW21 chromium-containing waste, HW35 waste alkali , HW48 non-ferrous metal smelting waste, HW49 other waste, HW50 waste catalyst, a total of 12 categories, the daily disposal scale is 100t, the annual operation is 300 days, the annual disposal capacity is 30,000t/a, the main project is the incineration plant, outdoor disposal line (incineration system, waste heat Recovery system, flue gas treatment system), pretreatment workshop, temporary storage project including 2# temporary storage warehouse, waste liquid storage tank area, supporting wastewater treatment workshop, and comprehensive building. According to the conclusion of the environmental assessment, all pollutants can meet the discharge standards after taking corresponding treatment measures, and have little impact on the surrounding environment.

  (2) Overview of the construction content

  The adjustment of the second phase of the project’s incineration project has already been approved. The specific content is as follows: adjust the disposal volume of the approved categories of the environmental impact, increase the category from 12 to 25 (the adjusted categories are as follows: HW02 medical waste, HW03 waste Drugs, pharmaceuticals, HW04 pesticide waste, HW06 waste organic solvent, HW07 heat treatment cyanide waste, HW08 waste mineral oil, HW09 emulsion, HW11 distillation residue, HW12 paint waste, HW13 organic resin waste, HW16 photosensitive material waste, HW17 surface treatment Waste, HW18 incineration residue, HW21 chromium-containing waste, HW33 inorganic cyanide waste, HW34 waste acid, HW35 waste alkali, HW37 organic phosphorus compound waste, HW38 organic cyanide waste, HW39 phenol waste, HW40 ether waste, HW45 content Organic halide waste, HW48 non-ferrous metal smelting waste, HW49 other waste, HW50 spent catalyst, 25 types in total), the daily disposal volume remains unchanged (100t/d), the annual operating time is adjusted from 300 days to 330 days, so it is disposed of The volume will be increased by 3000t, and the total scale will reach 33000t/a; the collection and storage of mercury-containing waste HW29 (900-023-29) will be added, the construction of the second-phase wastewater treatment workshop and comprehensive building will be cancelled, and the rest will remain unchanged. The total investment of this adjustment project is about 234.54 million yuan, of which environmental protection investment is about 36.46 million yuan.

  2. The possible impact of the construction project on the environment and environmental protection measures

  Exhaust gas: After the completion of this adjustment project, the main exhaust gas of the demonstration center includes incineration flue gas from the incineration system, waste gas from the pretreatment workshop, waste gas from the temporary storage of hazardous waste, waste gas from the main plant pit and waste gas from the storage tank area. The flue gas of the incineration system is comprehensively treated by the system of "waste heat boiler SNCR denitration + quench acid desulfurization tower + Venturi tube (dry deacidification + activated carbon adsorption) + bag filter + lye washing + flue gas heater". The emission limits of air pollutants in the Pollution Control Standards for Hazardous Waste Incineration (GB18484-2001) are discharged through the chimney at high altitude. Exhaust gas in the pretreatment workshop adopts the measures of "acid-base absorption + activated carbon adsorption" to be purified and discharged through the exhaust cylinder. The waste gas of the temporary storage is discharged through the exhaust cylinder after being purified by the measures of "alkali absorption + activated carbon adsorption". The waste gas from the material pit of the main plant is collected and then enters the rotary kiln incineration system for incineration treatment. The waste gas in the storage tank area is discharged through the exhaust cylinder after being purified by the measures of "collection pipe collection + spray absorption + demisting + activated carbon adsorption".

  Wastewater: The wastewater produced after the completion of this adjustment project mainly includes production wastewater, domestic sewage, initial rainwater, etc. The agreement entrusts the existing first-phase project wastewater treatment system, and after treatment, it reaches the "Urban Sewage Recycling Industrial Water Quality" (GB/T19923- In 2005) the water used in intermediate washing and the water quality of urban miscellaneous water used in the recycling of urban sewage (GB/T18920-2002) that have stricter water quality requirements for greening, all shall be reused for the quenching tower spraying and alkaline washing tower supplement water of this adjustment project , Afforestation and other processes are not discharged outside.

  Noise: After noise reduction, sound insulation, noise reduction and other treatment measures, the impact of noise on the surrounding environment can be reduced.

  Solid waste: The solid waste generated in the production process of this adjustment project includes fly ash, slag, waste gas treatment waste (waste activated carbon, waste cloth bags), waste resin replaced by ion exchange in the soft water preparation process, and office household waste. The slag and fly ash are transferred to the first-phase safe landfill of the Demonstration Center for disposal under the "transfer order" system. The fly ash is stabilized and solidified and finally sent to a safe landfill, and the slag is directly safely landfilled. Waste gas treatment waste (waste activated carbon, waste cloth bags) is returned to the second-phase incinerator for incineration and disposal. Office household waste is burned in the incinerator. After the above effective treatment and disposal, the solid waste generated during the operation period has little impact on the environment.

  Risk: This adjustment project has formulated environmental risk prevention measures from the entire process of hazardous waste treatment and disposal, covering hazardous waste collection and transportation, temporary storage, feeding, and incineration. The construction unit entrusts a professional hazardous waste transportation company to collect and transport the hazardous waste disposed of in this adjustment project to prevent the risk of hazardous waste collection and transportation; use airtight barrels to store the waste temporarily to prevent the risk of hazardous waste temporary storage; set up a professional laboratory for research Compatibility plan can prevent the risk of hazardous waste compatibility; semi-automated feeding facilities are used, and all operators are trained on the job to prevent the risk of hazardous waste feeding; the incineration equipment is equipped with a professional emergency system and linkage response mechanism, and refractory materials are selected Design equipment with high specifications. After comprehensive analysis, after taking corresponding preventive measures and emergency measures, the environmental risk level of this adjustment project is acceptable.
